The Ad Hoc Fly Quiet Committee met on Monday, November 6. Chicago Department of Aviation (CDA) consultants gave a summary presentation based on the draft report on Fly Quiet Runway Rotation Test 3. They requested that members submit any feedback to the CDA through ONCC Executive Director Jeanette Camacho by November 10 so the final report may be completed. 

The Committee then reviewed a presentation by CDA consultants and staff regarding potential scenarios for an Interim Fly Quiet (IFQ) plan, and a timeline for approving the plan, which CDA estimated would be in place starting late in 2018 through 2020.

Highlights of that presentation include the following:

  • There is only one viable configuration from the existing Fly Quiet program that will work once runway 15/33 is decommissioned in spring 2018.
  • Runway 4L/22R is expected to be out of service due to resurfacing and the construction of Runway 9C/27C (which intersects it) for approximately 4-6 months in 2019.
  • Runway 4R/22L us expected to be out of service due to resurfacing for approximately 4-6 months in 2020.

The next Ad Hoc Fly Quiet Committee meeting is scheduled for Friday, November 17 at 10:00 am at the Chicago Department of Aviation Building. At that time, CDA is expected to present 2-3 options for an Interim Fly Quiet Plan. The committee could potentially vote on an option at that meeting.

If the Committee reaches a decision on an Interim Fly Quiet plan, it will then advance to the full ONCC membership at a special meeting in December at Cafe la Cave. 

If an Interim Fly Quiet plan is approved by the full ONCC, it will then be sent to the Federal Aviation Administration (FAA) for review and environmental analysis, which could take from 9-12 months. It is anticipated that the earliest an Interim Fly Quiet plan could start would be November of 2018.
