At the November 3, 2017 General Meeting, the Chicago Department of Aviation consultants presented the September 2017 ANMS Report, members received a report from the Technical Committee and discussed the upcoming schedule for the Interim Fly Quiet Plan discussion.

 Report of the Chair:

  • DuPage High School District 88 was approved for membership to the Commission.
  • Technical Committee Chair, Catherine Dunlap provided a report on ONCC Members’ attendance at the American Association of Airport Executives (AAAE) and Airport Council International – North America (ACI-NA) Airport Noise Conference in Savannah, Georgia. Read More (link to conf news item)

Technical Committee Report:

Committee Chair Catherine Dunlap reported on the October 17 Technical Committee Meeting:

  • Noise Monitors - Contractors have completed most of the project for noise monitor sites in Itasca, Bensenville and Norridge. Commonwealth Edison will power the system by late fall.
  • Complaint System – the Committee discussed the need for a more robust complaint system. CDA staff reported that the city of Chicago is in the process of modernizing the 311 System. In early 2018, CDA staff will evaluate the city’s new software to determine if it meets the needs of the aviation department.
  • Fly Quiet Report Modifications - CDA staff presented a revised quarterly Fly Quiet report. The Technical Committee is looking for a solution to address shoulder hours.

The next Technical Committee Meeting is Tuesday, December 12 at 9:00 am at the Mount Prospect Village Hall, 50 S. Emerson Street, Mount Prospect

Interim Fly Quiet Program Procedures  

The Fly Quiet Committee will meet on Monday, November 6 to review the results of Runway Rotation Test 3. All members were encouraged to attend this meeting to ask questions and state their concerns.

  • The Committee hopes to review the data from all three tests and approve an Interim Fly Quiet Program by the end of November. ONCC will then hold a special meeting here at Café la Cave on December 1 to vote on the Fly Quiet Committee’s recommendations.
  • If an Interim Fly Quiet rotation plan is approved by the ONCC, the FAA will conduct the environmental analysis and it will be up to the agency to approve the final interim program. The FAA will hold public comments during the process. ONCC will provide input during this time, as well as each impacted community. Residents are also welcome to contribute to the dialog during this period.

By-Laws Committee

  • The Ad Hoc By-Laws Committee has been convened to amend the committee section of the document to create a standing Fly Quiet Committee. Karyn Robles will serve as chair .
