ONCC Welcomes New FAA Great Lakes Regional Administrator Rebecca MacPherson
Chairman Arlene Juracek introduced the new Federal Aviation Administration (FAA) Great Lakes Regional Administrator Rebecca MacPherson. Ms. MacPherson has had a distinguished legal career with a focus on strategic and regulatory issues in the aviation and transportation industry. She has served in several positions with the FAA and routinely represented FAA interests to the White House, Congress and other federal agencies. Prior to joining the FAA in 2004, Ms. MacPherson served for eight years as associate chief counsel of the National Highway Traffic Safety Administration. Mayor Juracek welcomed Ms. MacPherson and stated that the Commission looked forward to working with her on the important noise issues that the Commission and its members are facing.

 Report of the Chicago Department of Aviation (CDA)

  • The Chicago Department of Aviation consultant presented the October and November ANMS reports.
    • The most used departure runway in October was 28R (45%); in November it was the same.
    • The most used arrival runway in October was 27L (31%); in November it was the same.
    • Total complaints in October were 519,276 with 138,429 complainants. The total for November was 465,943 with 164,418 complainants.

  • CDA staff provided an update on the status of the Interim Fly Quiet Runway Rotation Plan. Mr. Frame reported that the report was nearly complete and would soon be submitted to the FAA. Chairman Juracek requested that regular updates on the process be provided at future ONCC meetings, in order to learn of public participation opportunities and the progress of the submittal.

  • CDA also provided an update on the residential sound insulation program, and issue that had risen regarding reports of windows installed by the program emitting an odor. Staff reported that progress had been made, but there was still work to do. The city had retained an industrial hygienist to address residents’ health concerns. Laboratory testing had being conducted, as well as indoor air quality testing in a sample set of 9 homes during a period from September to December. The results were being compiled and analyzed, and the full report was expected to be released soon.

  • Tower Meeting
    Chairman Juracek reported that on December 20th, she, Joe Annunzio, Catherine Dunlap and Jeanette Camacho met with representatives of the FAA, O’Hare Tower management and United Airlines at the Great Lakes Regional FAA office. They addressed concerns about departure turns and flight paths. As a result of this meeting, Mayor Juracek believed it would be beneficial to host a round table discussion on the subject of departure paths at the May ONCC meeting. Chairman Juracek asked members to submit any questions they may like considered to Jeanette in advance of the meeting so the panel has time to develop appropriate responses.

Committee Meetings/Reports

  • Ad-Hoc By-Laws Committee - The ONCC By-Laws Committee has scheduled their first meeting for Tuesday, January 23 at 10 a.m. at the Aviation Building. Karyn Robles of Schaumburg will chair the group,which has been tasked with revising the bylaws to change the Fly Quiet Committee from an ad hoc to a standing committee, and will establish membership guidelines for the committee in order to ensure balanced geographic representation.

  • Ad-Hoc Nominating Committee - The Nominating Committee, chaired by Mayor Sherwin of Northlake will meet in March to recommend a new slate of officers for election at the May meeting. The current officers have stated their intention of serving again, but that does not preclude that other members may wish to serve. Members were asked to notify Jeanette know if they would like their name added to the list.

  • Report of Standing/Ad Hoc Committees

    • Technical Committee Report - Dennis Ryan, Technical Committee Vice-Chair reported that the committee met on December 12 at the Mount Prospect Village Hall.

      • CDA staff reported on the three permanent noise monitors currently in the installation process- Norridge, Bensenville and Itasca. As of late October, CDA was waiting for Commonwealth Edison to power the system.

      • Long-term Portable Monitor Report - Itasca long-term portable noise monitor data average for 2017 was 64.5 DNL. Chicago Ward 39 long-term portable noise monitor data average for 2017 was 59.1 DNL.

      • CDA staff also reported that they would be implementing the CAPTCHA system on the City's complaint website with the promise of a newer or enhanced complaint system in place during 2018 calendar year.

      • CDA Consultants reviewed the Third Quarter Fly Quiet Report, featuring new and improved charts and information on the revised Fly Quiet Reports.

      • The committee reviewed the 2018 work plan and meeting schedule. Possible discussion items include RNAV procedures, Stage 5 Airplane Fleet and Legislation/Regulations.

The next ONCC Technical Committee Meeting will be held at 9 a.m. on Tuesday, February 20, 2018 at the Mount Prospect Village Hall.
