Report of the City of Chicago Department of Aviation (CDA)

  • Interim Fly Quiet (IFQ) Plan Submittal to FAA 
    An update was provided on the Interim Fly Quiet (IFQ) Plan Submittal to FAA. Staff explained that the Interim Fly Quiet Plan would be in effect from the time of approval until the activation of new runway, 9C-27C which is expected in November 2020. Mr. Frame reported that a specific weekly rotation schedule was not part of the submittal and would not be determined until environmental testing was completed. He also noted that he would be working closely with CDA staff handling upcoming construction projects to ensure construction schedules would be factored into the IFQ schedules. Runway rehabilitation on 4L and 4R is scheduled to take place during the IFQ period. He assured members that the importance of predictability of the schedule would be taken into consideration.   • Residential Sound Insulation Program (RSIP) Update
    Staff reported that the City continues to conduct tests on windows reported to be emitting odors. A new report on the testing is expected this spring. An architectural firm has also been retained to assist with testing and determine ways that the odor can be mitigated. Indoor air quality testing is also being conducted in homes that reported issues. Mr. Frame stated that the City is intent on resolving the window situation. 

  • Runway 15/33 Closure - March 29, 2018
    Runway 15/33 will close March 29, 2018 to allow for construction of the western portion of new runway 9C-27C which is expected to be commissioned in November 2020.

  • O’Hare Expansion Project
    CDA is scheduled to provide an overview of the O’Hare Expansion Project at the April 13, 2018 ONCC General Meeting.

Report of the ONCC Chair- Mayor Arlene A. Juracek

  • Recommendations by ONCC Ad Hoc By-Laws Committee
    The Commission approved the recommendations of the Ad Hoc By-Laws Committee to designate Fly Quiet as a standing committee. The new language is as follows:
    The Fly Quiet Committee shall consist of 11 commission members appointed by the Chair of the O’Hare Commission, with the consent of the other members of the Executive Committee. Membership shall include a geographic balance and shall consist of communities and no school districts. The Commission Chair may invite guests to participate in committee discussions, but those guests shall have no voting powers.
    Chairman Juracek will be reviewing Committee membership requests as well as geographic distribution of members to ensure balanced representation among the 4 quadrants (NE, NW, SE, SW) as well as taking into account nighttime runway usage. New committee members are expected to be announced in May.

  • Nominating Committee
    Mayor Sherwin will be chairing the nominating committee. The Committee will meet sometime in April to recommend the 2018-2019 slate of officers for election at the annual meeting in May.

  • ONCC Panel Discussion on Departures - May 4, 2018
    The May 4, 2018 General Meeting will feature a Panel Discussion on Departure. Members were asked to submit questions in advance so the panelists have time to prepare their responses. Representatives from the FAA, United and Control Tower are expected to participate.

  • 2018 Aviation Noise Symposium
    Chairman Juracek, Joe Annunzio, Catherine Dunlap and Jeanette Camacho attended the University of California—Davis Aviation Symposium in Long Beach, California in late February.
    The symposium was geared to community and airport operators; however, NASA was represented well. We learned that NASA is funding a body of university research regarding health issues. Joe Annunzio participated in a panel discussion about regional success and reaching consensus. Several potential speakers were approached about attending an ONCC meeting such as representatives from the FAA and Boeing.

Report of the ONCC Standing/Ad Hoc Committee

  • Technical Committee Report
    Chairman Catherine Dunlap reported that the Technical Committee met on Tuesday, February 20 at the Mount Prospect Village Hall. The Chicago Department of Aviation staff and consultants updated members on the following: Aircraft Noise Standards, permanent noise monitor installations, O’Hare Annual Operations, CAPTCHA addition to the noise complaint system, 4th Quarter Fly Quiet Report and Interim Fly Quiet update. The next ONCC general meeting is scheduled for Friday, April 13, 2018.
