RSIP Odorous Windows Status
The City is currently addressing mechanical issues with windows provided by a manufacturer that has gone of out of business. Approximately 50 homes at O’Hare were found to have mechanical problems. Work mostly consists of replacing parts that have worn out or broken.

  • Odorous windows – the State of Illinois provided funding in its budget bill to provide financial support for replacement of odorous windows from the state sales tax on jet fuel. The bill calls for the establishment of an advisory committee which has yet to be determined. Once the state releases the funding, the City will go out to competitive bid for the contract to replace odorous windows. The City has been working on the specifications for the windows in order to avoid the odor issue in the future.

Phase 17 Residential Sound Insulation Program Status
There are 748 participants signed on for Phase 17. The City is still in the process or testing materials for odors, and will be finalizing technical specifications. They expect to conduct the bid opening in the 2nd Quarter of 2020.

Phase 18 Residential Sound Insulation Program Status
There are 530 homes signed on for Phase 18. The City will be scheduling homeowner briefings in the 4th Quarter of 2019. A letter will be sent to homeowners 2 weeks in advance inviting them to the briefings. The tentative plan is to advertise for bids in the 2nd Quarter of 2020 for Phase 1 which would include 250 homes, and 3rd Quarter of 2020 for Phase 2 which would include up to 282 homes. Sound insulation of all homes must be completed by the time full buildout is reached.

Once the contract specs are finalized, the next step will be to bring draft resolution for Phase 19. This will be a clean up phase, the final phase for OMP homes. This entire phase will be re-inviting people that have already been invited in the past. The City expects to bring the Phase 19 resolution to the ONCC at the beginning of 2020.

The next meeting of the Residential Sound Insulation Program Committee will be held on November 13, 2019.
