42 communities and 19 school districts dedicated to reducing aircraft noise in the communities around O’Hare International Airport since 1996.


The ONCC met on October 4, 2019.

 The commission approved the membership request of the City of St. Charles.

The Congressional members of the Quiet Skies Caucus that had been scheduled to attend had to cancel, and plan to reschedule for a future meeting.

Guest Speaker - Franco Tedeschi, Vice President - Chicago. American Airlines
Mr. Tedeschi addressed the Commission regarding future fleet mix for the airline. He said their focus is on reducing noise and environmental impact. American’s fleet is 8-9 years younger compared to other carriers. The airline is utilizing Next Generation technology, featuring the Boeing 737 as the backbone of the American fleet. They are continually looking for ways to reduce their carbon footprint, and make better utilization of fleet itself.  American averages 550 daily departures (mainline and regional carriers). Mr. Tedeschi discussed the retirement of the MD-80 from the fleet. At the height of their use, they were operating up to 350 at one time. View Presentation

CDA Consultants reviewed the August 2019 ANMS report.

Residential Report
CDA reported that environmental additional odor testing continued as the City continued to refine their technical specifications. They expect to bring Phase 18 and 19 to the Commission after the new year.

Chair Report
Chair Juracek reported on several organizational changes. She had received the resignation of Ward 41 representative Catherine Dunlap. This created an opening on the Fly Quiet Committee. With the approval of the Executive Committee, Chair Juracek appointed the City of Park Ridge to a seat on the Fly Quiet Committee. Ms. Dunlap’s position was filled by Mr. Frank Icuss as representative of the 41st Ward.

45th Ward Alderman Jim Gardiner was appointed as the representative of the 45th Ward.

Mr. Frank Damato, representative of Cook County has also resigned from the Commission. This caused a vacancy on the Residential Sound Committee, as Mr. Damato had served as committee chair. Juracek appointed Mr. Ralph Sorce of Melrose Park to serve as Chair of the Residential Sound Committee.

The Governance Committee plans to meet on October 25 to review and discuss the Intergovernmental Agreement and the Bylaws.

Committee Reports
Dr. Raymond Kuper, Chair of the Budget Committee reported that the Budget committee had met on September 24, 2019 and presented the 2020 Budget in the amount of $256,000 for approval. The commission voted to approve the 2020 budget

The next meeting of the ONCC will be held on November 1, 2019 at 8:00am at Café la Cave.
