ONCC members and guests were invited to attend an airfield tour of O'Hare on September, 26, 2019. Chicago Department of Aviation Deputy Commissioner Aaron Frame led the tour, sharing highlights of ORD21, the $8 billion capital program for O’Hare.

Portable/Permanent/Long-term Noise Monitors Update
The Committee received an update on noise monitors. They reported that there are no requests/new deployments scheduled for portable residential noise monitors, residents are encourage to submit an application to request one. There is one portable municipal monitor currently deployed in Niles through the end of October. CDA staff presented a map of portable monitors deployed in 2018.

The Interim Fly Quiet Runway Rotation Plan (IFQ) is scheduled to begin on Sunday, November 3, 2019. For each week, a primary and secondary runway use configuration is provided to accommodate potential changes in wind direction.

The IFQ will be in place until May 2020 when pavement rehab is scheduled to take place on Runway 4R/22L. The IFQ will return in September 2020 and remain through February 2021 when construction on the Runway 9R extension begins.
