Election of Officers
The Commission voted to approve the 2020 slate of officers as put forth by the Nominating Committee. The officers for 2020 include:

  • Chairman: Mayor Arlene A. Juracek, Village of Mount Prospect
  • Vice-Chair: Joseph J. Annunzio, Village of Niles
  • Treasurer: Dr. Raymond J. Kuper, School District 86

In her remarks, Chairman Juracek noted that she was proud of how the organization had adjusted to the constraints of COVID-19 and continued on in their important work. She noted the important success of the Interim Fly Quiet program, which has garnered national recognition for the ONCC for its innovative stakeholder engagement process. She encouraged further participation and collaboration for the Fly Quiet 21 plan, to be in place post-OMP buildout.

  • O'Hare 2020 Airfield Construction
    CDA Deputy Commissioner Frank Grimaldi provided the Commission with an update on the Summer 2020 Construction Projects taking place on the airfield. These include:
    o Runway 9C/27C is nearing completion and is on track for opening November 5, 2020
    o Runway 9R/27L extension project on the west package is 80 percent completed. The project is on schedule to finish the fourth quarter of 2021.
    o Runway 4R/22L is currently under construction for pavement rehabilitation.

  • Runway 9C/27C Outreach
    The CDA is anticipating the commissioning of Runway 9C/27C on November 5, 2020 and the extension of Runway 9R/27L in 2021. The FAA is preparing an educational video for outreach purposes and the CDA is compiling a fact sheet and FAQs. Materials will be available online.

  • Permanent Noise Monitors
    To date the CDA has completed four monitor installations. CDA has been working to replace 15 monitors with new equipment. Of those 15, six have been completed and nine remain. There are four noise monitor sites located on ComEd utility poles which will be removed and placed on their own mast.

FAA Report to Congress
On April 14, 2020, the FAA released a 21-page document to Congress reaffirming its position validating the 65DNL as its choice for measuring aircraft noise annoyance level. This took an act of Congress under the latest FAA reauthorization to produce this information. View Report

Phase 19 resolution
The Commission approved Resolution 2020-1, authorizing Residential Phase 19. 1,131 homes are included in Phase 19 – 1,098 past program areas and 33 new invitees. This final phase is composed of the remaining eligible homes in the current OMP noise contour.

Governance Committee Update
The Governance Committee presented revised bylaws for approval and proposed changes to the IGA.

Bylaws changes include:

  • Clarification of language - Designee/Member (to mirror IGA)
  • One designee/alternate can only represent one commission member
  • Chair of the Committee has the ability to recommend to the Executive Committee the removal of a member of the committee who misses 3 consecutive meetings.
  • The Commission approved the changes to the bylaws.

Proposed changes to the IGA include:

  • Clarification of language - “Participant” to “Member”
  • One designee/alternate can only represent one commission member
  • The membership area is defined as the Illinois portion of the TRACON boundary
  • Unincorporated areas would be represented by the appropriate county
  • Suspension language to membership removal based on attendance
  • The proposed changes to the IGA will go on to the City of Chicago legal department for incorporation into the final IGA which must be approved by all members by December 2020.

The next ONCC General Meeting is scheduled for September 4, 2020.
