Message from the Chair

Lately, there has been a lot of discussion about the advantages of developing a strong core for support, stability, and balance. A steady core contributes to peak performance by providing flexibility and strength.
The O’Hare Noise Compatibility Commission (ONCC) has developed a steady core of members who have powered us forward with their support and resilience, enabling us to achieve a remarkable performance in 2023-2024. Some ONCC initiatives have included: 

  • Reforming the School Sound Insulation Committee to begin a new phase of School Sound Insulation under the Terminal Area Plan Environmental Assessment (TAP EA) Noise Contour; 
  • Learning about new eligibility requirements for the School Sound Insulation and Residential Sound Insulation Programs;
  • Continuing to monitor the progress of the new Fly Quiet Program;
  • Nominating airlines for the Fly Quiet Recognition Awards;
  • Monitoring and tracking the progress of the Federal Aviation Administration (FAA) Reauthorization Bill in Congress;
  • Educating members through various subcommittees, policy presentations, aviation updates, and tours; and
  • Communicating continuously with the FAA and the Chicago Department of Aviation (CDA)

This past year marked a refocusing on our core initiatives of residential and school sound insulation programs. As many of our core programs moved forward, we said farewell to key members of the organization. We wish them the best as they begin new chapters.

ONCC Vice Chair and Fly Quiet Committee Chair Karyn Robles balanced every detail of the new Fly Quiet Program. She led the Fly Quiet Committee through many robust discussions to come to a consensus on the plan that was submitted to the FAA; we look forward to seeing it through to implementation. Thank you, Karyn.

ONCC Treasurer and ad hoc Daytime Noise Subcommittee Chair Ernie Kosower did a deep dive into what really happens to aircraft on the way to and from an airport. How does the system work? Who makes it all happen? He led the subcommittee through detailed aviation presentations to help make aircraft noise and operations more understandable. The committee submitted two resolutions that were passed by the full commission: (1) Balanced airfield, (2) Design and manufacture quieter aircraft. The Committee also sent a letter to the FAA requesting a review of daytime operations to mitigate aircraft noise. Thank you, Ernie.

Technical Committee Vice-Chair Dennis Ryan always believed that educating members was the key to a stronger organization. He promoted Noise 101 and Airport 101 for all new members because aircraft noise is complicated. He served tirelessly on every ONCC committee. Thank you, Dennis.

The core of the ONCC core is our strength. When we faced the challenge of finding new leadership, we had the flexibility to come back stronger. Dr. Jennifer Kelsall accepted the position of ONCC Vice Chair while still serving as School Sound Insulation Committee Vice Chair; Tim Keeley will serve as ONCC Treasurer.

Evan Summers moved to Chair of the Fly Quiet Committee while Mike Latoria stepped up to serve as Technical Committee Chair, with Art Woods taking on the role of Technical Committee Vice Chair. Thank you all for taking the lead.

We know that change is the only constant in life. As we learn about changes in the aviation industry, and see terminal, taxiway, and runway construction projects continue at O'Hare, aircraft noise challenges still prevail for our communities. Changes to residential and school sound insulation criteria have made the commission’s work of creating quieter environments for
our residents more important than ever. Read about our many accomplishments in this ONCC annual report and trust me that our core leadership will move us forward in 2024.
