The ONCC announced the launch of WebTrak, a “real time” flight tracking system for O’Hare International Airport, provided by the Chicago Department of Aviation. 

Residents will now be able to identify and obtain information on specific aircraft via the Internet flight tracker provided by the Chicago Department of Aviation (CDA). They can identify individual locations of interest, such as one’s home or school, on a map that features O’Hare flights. Aircraft data also include flight number and current altitude.

The U.S. Department of Transportation's Federal Aviation Administration (FAA) will soon begin work on the next step in a multi-year effort to update the scientific evidence on the relationship between aircraft noise exposure and its effects on communities around airports.

"The FAA is sensitive to public concerns about aircraft noise. We understand the interest in expediting this research, and we will complete this work as quickly as possible," said FAA Administrator Michael Huerta. "This Administration takes its responsibility to be responsive to communities' concerns over air noise seriously. ONCC welcomes Ginger Evans, Mayor Rahm Emanuel’s choice to be Chicago's new aviation commissioner. She comes to Chicago from her former post as vice president of engineering for the Metropolitan Washington Airports Authority.

Evans, an over 30-year veteran of the engineering and aviation industry, worked at the Washington airport authority for just one year. Prior to that position, she served as the vice-president for the global aviation practice at Parsons Corp., an engineering and construction giant.

In Washington, Evans managed construction at Reagan National and Dulles International airports, construction of the Silver Line Metrorail project and maintenance of the Dulles Toll Road. Long-term development planning also fell under her roster of duties.

“ONCC is very excited to meet and work with Ginger Evans, especially as we prepare our updated strategic plan this summer to explore ways to further mitigate aircraft noise for O’Hare-area residents,” said Mayor Arlene A. Juracek, ONCC chair.

“Her credentials are very impressive and ONCC members welcome her to our meetings.”

Mayor Emanuel said the study will benefit Chicago residents by allowing more homes to qualify for O'Hare’s Residential Sound Insulation Program. 

Noise complaints from residents near O'Hare have soared since flight paths changed to an east/west flow with the completion of Runway 10C/28C in October 2013.

The nationwide survey will review the national day-night average sound level 65 dB, which would create a better understanding of the annoyance level of residents who live near airports.

Officials say Chicago will spend approximately $120 million insulating 4,700 residences over the next 3-5 years, in addition to spending nearly $700 million in the communities neighboring both O'Hare and Midway International Airport

The Office of Management and Budget has approved funding for the FAA’s Neighborhood Environmental Survey to determine the viability of the Day-Night Average Sound Level (DNL) 65 dB noise metric. In 2008, ONCC requested that the FAA initiate research to determine the appropriateness of the continued use of DNL 65 dB metric as the standard for sound insulation eligibility. The FAA hopes to complete the survey by late 2016. Read more

The Federal Aviation Administration(FAA) has agreed to hold four meetings this summer for public comment regarding the O’Hare Draft EIS Re-Evaluation. ONCC members urged the agency to increase the proposed two 12-hour meetings to four meetings. Meeting locations and times are still pending.

The agency will also report the re-evaluation findings to ONCC members. A re-evaluation was necessary due to the resequencing of the OMP runways. The re-evaluation will be completed by the opening of Runway 10R/28L on October 15, 2015.
