The November 7 Sun-Times article, “City examining changes to O’Hare jet noise complaint process, ”cited an O’Hare Noise Compatibility Commission member’s call for a return to the original purpose of the O’Hare aircraft noise complaint system—to investigate specific aircraft noise outlier situations, not to tabulate levels of resident frustration and anger.

As ONCC chair, I want to assure residents that ONCC remains committed to mitigate aircraft noise wherever and whenever possible at its source. At the Nov. 6 ONCC meeting the Chicago Department of Aviation (CDA) stated it will re-examine how noise data are collected and the process by which resident concerns are reported and classified. This reevaluation will better enable us to separate and analyze specific instances where air traffic behavior outliers can be addressed with the airlines and the Federal Aviation Administration (FAA).

DuPage County became the 57th member of the O’Hare Noise Compatibility Commission on November 6, 2015.

According to the ONCC Intergovernmental Agreement, DuPage County had always been a member, but active participation in ONCC became a possibility when Chairman Dan Cronin and the DuPage County Board worked with federal, state and local officials coordinating noise complaints as a result of new O’Hare flight paths.

The ONCC Ad Hoc Fly Quiet Committee met on Monday, October 19, 2015. Committee Chair Joseph Annunzio welcomed committee members, FAiR representatives, Chicago Department of Aviation and Suburban O’Hare Commission consultants.

Annunzio told members that there would be many discussions on ways to modify Fly Quiet procedures, but their goal of modifying Fly Quiet procedures could only be accomplished if all the members understood and stayed focused on the objectives.

CDA consultants reviewed current Fly Quiet conditions and outlined potential alternatives for consideration by the ad hoc committee.

“We commend the FAA and the CDA for their efforts to make O’Hare International Airport a global leader in the aviation industry and an economic engine for the Chicago region,” said Juracek. “We also appreciate their commitment to be a good neighbor by funding the residential and school sound insulation programs for the thousands of children and residents impacted by aircraft noise.”

The commissioning of Runway 10R-28L and South Airport Air Traffic Control Tower is scheduled for October 15. More details to follow.

Paul Litke, the Federal Aviation Administration’s air - traffic manager for the Lake Effect District demonstrated a new computer – aided tool to ONCC members at the October 2 general meeting. The system provides guidance for O’Hare air traffic controllers to safely stagger aircraft on converging flight paths at the airport.
