The Chicago Department of Aviation (CDA) and representatives of the O’Hare Noise Compatibility Commission (ONCC) will meet with community noise groups for the third and final time on July 31 under the terms of a formal Memorandum of Understanding (MOU).
The CDA has proposed that “ONCC provide a forum for direct citizen engagement with the noise commission in order to reflect residents’ concerns in any recommendations presented to the CDA and the Federal Aviation Administration (FAA) for consideration.”

The U.S. Department of Transportation’s Federal Aviation Administration (FAA) has released its draft documents re-evaluating the Environmental Impact Statement (EIS) for the Chicago O’Hare Modernization Program and is seeking comments from the public.
The FAA is conducting a written Re-Evaluation (Re-Eval) of the EIS to evaluate changes associated with the new timing for commissioning new Runway 10R/28L, new Runway 9C/27C, and the extension of Runway 9R/27L. The runways and extension were included in the original EIS, but are now scheduled for different completion dates.

Community noise groups met on July 20 for the second time in recent months with new Chicago Department of Aviation (CDA) Commissioner Ginger Evans and other CDA officials. O’Hare Noise Compatibility Commission (ONCC) Chair, Mount Prospect Mayor Arlene A. Juracek reminded those in attendance that according to the Federal Aviation Administration (FAA) Record of Decision (ROD) on the O’Hare Modernization Plan (OMP), ONCC is the official facilitating body with the responsibility to oversee O’Hare noise mitigation efforts, which include the Fly Quiet and Sound Insulation programs.
“The ROD recognizes the importance of the Fly Quiet Program and specifically states that it will give consideration to suggestions for changes to the Fly Quiet Program developed by the ONCC and requested of the FAA by the city of Chicago,” said Juracek.

The FAA started conducting flight checks for Runway 10R/28L on Sunday, July 12. The nighttime procedures will take place for a duration of three consecutive weeks. Daylight flight checks also will occur both Saturday and Sunday mornings, starting at 5:30 AM CDT and last until Tower/C-90 traffic prevents further inspection. As announced as an FAA intention at the June 9 ONCC Technical Committee Meeting, the FAA has posted certain technical data on its website before the written Draft Re-Evaluation of the EIS is released.
Three website directories contain the draft final modeling data. This data will continue to be reviewed by FAA and may change before the draft is released. The data can be found here.
The FAA will seek comments from federal, state and local entities, and the public about the Draft Re-Evaluation.

The meetings will be workshop style with a room for the public to ask questions to the FAA and its consultants directly, with presentation boards depicting information contained in the Draft Re-Eval. There also will be a separate room with multiple court reporter stations for the public to provide verbal comments, on the record, after participating in the workshop.
