  • April 25, 2019

    The Fly Quiet Committee met on April 23, 2019.

    Jeffrey Jackson of Landrum and Brown (Chicago Department of Aviation consultant) reviewed the Follow-up on Operational procedures, and provided an answer for Operational Question #2: How many runways are open during Fly Quiet Mode? There are three runways open - one arrival, one departure and one additional runway as required. There had been a question if four runways would be allowed. Mr. Jackson responded that the FAA and CDA do not envision the use of four runways for Fly Quiet Mode at this time.

    The O’Hare Noise Compatibility Commission (ONCC) Fly Quiet Committee met on Friday, March 22, 2019 at the Chicago Department of Aviation (CDA) Administration Building in Chicago, IL. View Packet/Materials

    Committee Chair Joseph Annunzio called the meeting to order at 9:30 a.m. Ms. Catherine Dunlap moved to approve the February 19, 2019 meeting minutes. Mr. Dennis Ryan seconded the motion. The minutes were approved by a unanimous voice vote.

    The Fly Quiet Committee met on February 19, 2019.

    CDA Consultants provided an update on the operational questions. A response had been received from the FAA on the question of the possibility of operating the North and South runway operations at night. The FAA responded that they could not comment until a proposal is submitted for review. They did note that opening either tower would require additional FAA tower staff.

    At the March 22 meeting, CDA expects to have additional feedback from the FAA as well as new material and alternatives for the committee to review.

    Committee Member and member of SOC, Wood Dale Mayor Pulice, introduced Dr. Antonio Trani on behalf of SOC. Dr. Trani gave a presentation on Runway Headings. 

    Dr. Trani is a Professor and the Co-Director of the National Center of Excellence for Aviation Operations Research (NEXTOR) at Virginia Tech. He conducts research involving airport engineering and planning, aviation simulation and computer modeling, aircraft performance modeling, systems engineering transportation system analysis and operations research applications to transportation systems.

    The Committee reviewed a runway rotation configuration proposal by Fair Allocation of Runways representative Dan Dwyer. 

    CDA Consultants reviewed the operational questions, what had been answered thus far, and what items were still awaiting a response.

    The Fly Quiet Committee met on August 23, 2018.

    Chairman Joe Annunzio announced that ONCC members would be given an opportunity at the beginning of each Fly Quiet Committee meeting to provide remarks/feedback to the Committee.

    CDA consultants gave an overview of the existing Fly Quiet program at O’Hare and the committee discussed options that they would like to explore for Fly Quiet 21. View Presentation

    The ONCC Fly Quiet Committee met on July 19, 2018.

    ONCC Chairman and Mount Prospect Mayor Arlene Juracek was in attendance to present a proclamation of appreciation to departing Chicago Department of Aviation (CDA) Commissioner Ginger Evans. Mayor Juracek congratulated the Commissioner on her success in completion of the parallel runway modernization at O’Hare, as well as in negotiating the O’Hare 21 Terminal Redevelopment Plan. Mayor Juracek stated that she appreciated Commissioner Evans’ efforts to work collaboratively with the Commission to find creative solutions. Juracek thanked Evans for bringing respect and support to the Commission, and for recognizing the important role that noise management plays in the success of the airport.

    The O’Hare Noise Compatibility Commission (ONCC) Fly Quiet Committee met on Tuesday, June 19, 2018.

    Chairman Annunzio stated that the goal of the meeting was to review and discuss the committee’s Mission Statement, Objectives and Work Plan. The objective of the committee is for members to gain a better understanding of airport operations so they can review and revise the Fly Quiet Proposal within the 18-month post-OMP full buildout timeframe.
